Housing Supply and Affordability
The National Association of Realtors® Vice President of Policy Advocacy Bryan Greene joined national think tank Third Way for a discussion on how to solve the housing crisis, with an emphasis on increasing availability, affordability, and accessibility for all.
Greene outlined supply solutions that can be activated immediately, such as converting underutilized commercial properties to residential, rehabilitating homes through the Neighborhood Homes Investment Act, and reducing capital gains taxes to promote the sale of single-family homes that are currently being held back from the market. 2022 Obstacles to Home Buying
The lack of affordable homes is the top obstacle holding back potential home buyers of all races, but other obstacles to homeownership varied by race/ethnicity according to a new report released today by the National Association of Realtors®. NAR partnered with Morning Consult for its latest study, 2022 Obstacles to Home Buying, which explores current obstacles to home buying broken down by race/ethnicity. Read more

Ohio House Bill 126 will make the following changes to Ohio law: School districts can challenge the value of a property if they adopt a resolution in a public meeting and only if the property meets the following criteria: The property was sold in an arm’s length transaction, before the tax lien date for the tax year the complaint is filed, and the sale price exceeds 10% and $500,000 of the auditor’s last assessed value. This provision will apply to tax year 2022. The county auditor is still able to adjust values of properties that transfer ownership.
This will protect new homebuyers from challenges that have hit many Ohioans. This will also protect them from paying back tax increases on the home before they even owned it. Additionally, this will protect commercial properties from receiving and defending these valuation challenges arbitrarily.
Governor DeWine signed HB 126 into law on April 21. Read More

Legislative Coffee Talk: Mayor Jeff Mims
The Government Affairs committee held the first event for our legislative speaker series. Dayton Mayor Jeff Mims addressed our members to discuss housing issues in the city of Dayton, including the use of American Rescue Plan Act (ARPA) funds. The city has earmarked $55 million to be spent on neighborhoods. This fund includes money to demolish blighted structures, improve housing conditions, reconstruct sidewalks, plant trees, upgrade existing parks, and to provide other amenities. Keep an eye out in the member e-newsletter “Quick Notes” for more speaker events this summer.
RPAC Fundraising Breakfast
Ohio REALTORS® joined the Government Affairs committee to provide an opportunity for our members to learn about RPAC and our advocacy efforts at the state house. Attendees enjoyed breakfast and were able to get their questions answered about how their RPAC-invested dollars benefit their business.
Dayton REALTORS® at “REALTORS® in the Rotunda”
April 6 was the Ohio REALTORS® Legislative Day at the statehouse in Columbus and our members were well represented. State political coordinators met with legislators, and Dayton REALTORS® members had 6 meetings with state representatives and senators. Our members discussed issues with housing supply, property valuation challenges, residential property assessed clean energy, and the First Time Homebuyer Savings Act.
The committees of the Dayton REALTORS® are working to bring a variety of speakers to speak with our membership. Our goal is to create a dialogue between public officials, Dayton REALTORS® and our membership.
